Local residents of Xinjiang have enjoyed the most tangible benefits from the region's rapid economic and social progress since 1949, particularly after China's reform and opening-up in the late 1970s, according to a white paper issued Monday by the Information Office of the State Council.

The white paper, titled Development and Progress in Xinjiang, said that the central government has made it a national basic policy to help the frontier areas develop their economy for the common good and wealth, and worked out timely a series of strategic decisions to promote Xinjiang's development.

Xinjiang has been given priority in the national strategy launched in 2000 to develop China's western regions, the white paper said.
